Licensing rules change and cities add requirements on top of state law. Use this page as orientation; the lookup links below are the authoritative check before you sign a contract.

Who must be licensed in Ohio

Ohio licenses skilled construction trades through the Ohio Construction Industry Licensing Board (OCILB): electrical, HVAC, plumbing, hydronics, and refrigeration contractors must hold an active OCILB licence to perform that work for compensation anywhere in the state. Ohio does not issue a single statewide residential general contractor licence — remodelers who only coordinate trades may still need local registration where they pull permits. Commercial contracting has separate registration paths. If your project touches a licensed trade, the person doing that work (or supervising it) needs the matching OCILB credential, not just a business licence from the secretary of state.

Licence classes and what they authorize

  • Electrical contractor — OCILB electrical contractor

Electrical contracting firm; work must be performed under licensed supervision per OCILB rules.

  • HVAC / refrigeration — OCILB HVAC contractor

Installation and service of HVAC and refrigeration systems statewide.

  • Plumbing / hydronics — OCILB plumbing contractor

Plumbing and hydronic heating work within the approved scope.

  • Journeyman / individual licences — Trade worker licences

Individual electricians, plumbers, and HVAC technicians working under a licensed contractor.

Verify a licence in about two minutes

  1. Open Ohio eLicense Verification (elicense.ohio.gov) — not a generic business search.
  2. Select the construction trades programme and search by licence number.
  3. Confirm status is Active and read the licence type (contractor vs individual).
  4. Match the legal name on the licence to the name on your contract and insurance COI.
  5. If a GC is coordinating only, still verify each subcontracted trade separately in eLicense.

Insurance and bond minimums

OCILB contractors must maintain workers' compensation coverage or a valid exemption, and general liability insurance at board-stated minimums for active licences. Request certificates directly from the insurer. Municipal permits may require additional coverage limits.

Who issues permits

Building permits are issued by the city or county where the property sits. Ohio follows the Residential Code of Ohio and locally adopted amendments. OCILB licences who may perform regulated trades; the building department decides whether the permit packet is complete.

Homeowner permits — can you pull one, and should you

Many Ohio cities allow owner-occupiers to pull permits for work on their own home with an affidavit, but regulated trades still require licensed contractors or licensed supervision. Owner-builder permits often prohibit selling the home within 12–24 months without disclosure — check your municipality.

Deposits, cancellation rights, and liens

Deposit rules
Ohio does not impose California-style deposit caps statewide. The Home Solicitation Sales Act and Consumer Sales Practices Act still restrict deceptive terms — get progress payments tied to inspections in writing.
Rescission / cooling-off
Door-to-door home solicitation contracts may include a three-business-day right to cancel when the statutory notice is provided (ORC Chapter 1345).
Mechanic's lien timeline
Ohio Mechanic's Lien Law (ORC Chapter 1311) sets filing and enforcement deadlines that depend on whether the project is residential or commercial and whether notices were served. Subcontractors often must serve a Notice of Furnishing within 21 days of first work on residential jobs.

Home Repair and Remodeling Act-style disclosures apply in neighboring states; in Ohio, focus on written scope, start dates, and lien notice language in your contract.

Where to file a complaint

File OCILB complaints for unlicensed or incompetent regulated trade work. Report deceptive business practices to the Ohio Attorney General Consumer Protection Section. Permit violations go to the local building department.

If you hire someone unlicensed

Unlicensed electrical, plumbing, or HVAC work can be stopped by the inspector, void insurance coverage for related losses, and create liability if someone is injured. Mechanics liens can still attach when subs go unpaid on a seemingly informal job.

Reciprocity

OCILB offers limited reciprocity for certain trade licences with states that have comparable standards — verify current reciprocity lists before assuming an out-of-state card works in Ohio.

Cities and counties with an extra layer

Columbus, Cleveland, Cincinnati, and Toledo each run building departments with contractor registration or bond requirements on top of state trade licences. Cleveland and inner-ring suburbs often require separate electrical inspection offices.

For contractors — getting and renewing a licence

Apply through OCILB via Ohio eLicense after meeting experience and exam requirements. Renew on schedule and keep insurance filings current — inactive licences show up immediately in the public lookup homeowners use.
